Technology for climate change: Developing a climate change transparency platform



In February 2019, The Republic of North Macedonia had its GEF and UNDP supported project Capacity Building Initiative for Transparency (CBIT) " Strengthening institutional and technical Macedonian capacities to enhance transparency in the framework of the Paris Agreement" approved. Under this project, The Republic of North Macedonia has contracted UK based consultancy Aether to design a web-based Monitoring, Reporting and Verification (MRV) Platform to serve domestic decision making and to meet the country’s international climate change reporting requirements.

The challenge

As an EU Accession country and non-Annex I Party to the United Nations Framework Convention on Climate Change (UNFCCC), The Republic of North Macedonia has a growing number of legal reporting requirements concerning climate change actions. Reducing its greenhouse gas emissions, increasing removals and improved resilience to the damaging effect of climate change are important to The Republic of North Macedonia. Good quality data on the climate related problems and tracking of remedial actions is required to inform decision makers and the international community (through reporting).

The challenge is to design a web-based platform and improve data collection and management processes to ensure a transparent and accessible flow of information for international reporting and national policy development.

The proposed solution

Through a series of stakeholder engagements and a review of existing initiatives, the project team will build a picture of the national institutional arrangements, data flows, expertise, tools, system and engagement activity needs. By mid-2021 Aether will design tools for managing the information associated with The Republic of North Macedonia’s data collection, analysis and use such as climate change emissions projections, related policies and measures.  This online data management tool will:

  • Engage relevant stakeholders in rapid and cost-effective implementation of climate action
  • Ensure a sustainable and continuously improving institutional memory with long-term teams of experts who can monitor, report and verify data
  • Produce transparent and informative national documents in a timely manner supporting national contributions to the Paris Agreement's long-term goals.

With this MRV platform, the country will be able to undertake transparency activities to the full extent of its potential and its ambitious climate actions stipulated in the Macedonian enhanced NDC.

Justin Goodwin, Laurence Opie

Justin Goodwin is a director at Aether and has enjoyed 20 years of hands-on practical development and continuous review and improvement of MRV and transparency systems. Through his activities as a Lead Reviewer Justin has become a highly active, innovative, well known and respected member of the UNFCCC's Lead Reviewer community. For the European Union and through his work with the European Environment Agency Justin has played leading roles in a number of capacity building projects for the European Union Member States compliance with the greenhouse gas projections and policies and measures reporting. Laurence Opie is a senior consultant at Aether with expertise in supporting national governments to implement transparency systems, EU industrial emissions reporting and greenhouse gas inventory development. Laurence has supported countries internationally to develop their institutional arrangements and data management systems that facilitate transparency on climate action and support. Laurence is well versed with the requirements of UNFCCC reporting and is a UNFCCC certified reviewer of NCs, BRs and BURs. He has co-authored several chapters for non-Annex I countries’ BURs, as well as official UNFCCC guidance on institutional arrangements.
